Recruitment and Selection of Law Enforcement Officers

When a law enforcement agency hires the right person, things usually go pretty well from there. When we hire the wrong person, we’re in for decades of misery, potentially. We get one chance (per hiring) to get this right. Beyond simply hiring the right person, the selection process is filled with potential legal and practical pitfalls – a veritable minefield. This program identifies those hazards and makes specific recommendations as to how this dangerous channel can be safely navigated. Managing Police Personnel Administration

A 2.5 day Advanced Training Program:
Shaping Organizational Culture by
Leading and Managing the Personnel Administration Function

It is often said that the hardest part of running a law enforcement agency is managing the personnel function—dealing with the people. It's not just a matter of following the law, there is a wide array of leadership decisions to be made. This function cannot just be administered, it must be led and managed. Just the federal alphabet soup of anti-discrimination law is daunting and involves a minefield of legal issues: the CRAs, ADA, ADEA, FMLA, FLSA, and more. Beyond that are issues of secondary employment, rules regarding personal appearance, light/limited duty, physical fitness, and the list goes on and on. The challenges of dealing effectively with employee associations and unions add another layer of complexity. Lawsuits alleging unfairness and discrimination in police employment are multiplying rapidly. But law enforcement leaders must not be paralyzed by fear of lawsuits and liability and the relaxation of professional standards just causes more and different problems. This seminar teaches how best to handle these issues—and to make your agency a better place.

This program focuses on the non-disciplinary aspects of personnel administration. Managing Police Discipline is another ballgame, and our 2.5 day seminar by that name includes proactive disciplinary tools, early warning systems and internal investigation issues.

Physical Readiness Programming

Although there is virtual unanimity in America that law enforcement work is physically demanding and that officers must be physically prepared to safely discharge their duties, that is the point at which agreement ends. Concerns over mandatory vs. voluntary participation, standards, liability, adverse impact, legal considerations including discrimination, the ADA, Title VII, and fairness, frequency vs. criticality, health vs. fitness, and a host of other issues lead administrators in radically different directions—from the complete abandonment of performance or fitness standards to imposition of rigorous ones with a single standard for all. This seminar identifies the options and associated risks, legal and practical; the pros and cons associated with each option; and allows formulation of realistic goals and programs. More Info >

Improving Your Policy Manual

In the absence of written directives, your supervisors and trainers become your policy- makers. That might not be so bad if they would all make the same policy, which of course they won’t. Instead, the rules will change at shift change and according to what day an officer attended training – a clearly dysfunctional “system.” This program teaches best practices in use of written policies and demonstrates how effective directive systems can improve agency risk management and employee morale. It also illustrates how to reduce the volume of written policy without decreasing needed guidance to employees – and how to ensure your employees are accountable to the contained standards. The instructor who has been solving police problems for decades, will offer specific advice on key high-risk policies. More Info >
